No Credit Report Available?

Hello. I have been trying to get my credit reports through the big 3 - Transunion, Equifax, and Experian in order to trace back debts that I have lost paperwork and contact numbers for. Equifax said that they had no information on me before. I can't get ahold of Transunion or Experian other than the automated message that says "We are unable to access the credit report you requested. Please use our mail-in services." I have never applied for credit before, but I know I have old unpaid debts and I have been employed before. The debts are an unpaid phone bill and medical debts (it took 2 years to pay those off). Is it possible I don't HAVE a credit report? Why would they be unavailable?

P.S. I am in Kentucky. My debts were from California.
