Please review the following settlement letter from NCO Financial. Is this valid are there any loopholes or hidden agendas. I live in NY. This is a Capital One debt that was charged off on 10/2002 as reported on my credit reports. The original amount was $721.15.

The letter reads as follows:

This letter is intended to verify that we, NCO Financial Systems, Inc., have authorization to accept $467.00 until 2/5/03 as settlement for the above given account.

Please remit payment to: (their address)

Upon clearance of your check, the account will be considered settled. After 30 days, Capital One will be notified that your account is in the settlement status and Capital One will update your credit bureau.

This is a communication from a debt collector. This is an attempt to collect a debt. Any information obtained will be used for that purpose.
