Statute of Limitations

Can anyone tell me what the statute of limitations is on a debt in the state of Indiana? I'm not kidding....I had absolutely no idea whatsoever that I owed a past phone bill. The phone bill dates back to 1996. Some collection agency has it now, and has just NOW this week notified me of the debt. I called them back asking for a copy of the statement verifying the charges, and they tell me it's too old....they nor the phone company no longer have the statement. I refuse to pay without a statement. Can I dispute this? Is the statute of limitations up?

One more question.....I am with a credit counseling service trying to pay off credit card debt. Still being charged late fees and interest. I don't see the balances dropping hardly at all, and I'm still paying basically the same minimum monthly payment I was paying before. I'm considering NOT paying them any longer. I'm about ready to file bankruptcy or just plain not pay. I'm so tired of being harrassed by them. I just can't hardly make ends meet. What happens if you just stop paying your credit cards?
