application of payment

I sent a certified return reciept letter stating that I required a payment history and per Section 810 of the FDCPA they are required to apply my payments to the accounts I specify. Previously they have applied payment to an older account. Now they are brow beating about the interest. I specified that each payment go to a specific account and be applied to principal before interest. Quote from their response: ... We will apply the payments to principal and/ or interest as we choose... Is this legal?
