Why chat-Time-barred and getting blances removed

why chat- where can I find this info in regards to California's Sol. and continued reporting of a balance when Sol. has expired? I saw the letter to send to collector regarding sol. but the follow up letter to Cra's doesnt appear to spell out that what collectors are done, is wrong with regards to showing a balance. I know they can leave negative info for 7 years, you are the one that suggested that the balance can be removed.. Where can I find those jurisdictions? Are they in California?
