Tax Refund Interception

What types of creditors are allowed to intercept state tax refunds?

I'm in California and just checked the status of my tax refund and it stated that it was intercepted by another agency to whom I owe money. I haven't received any kind of notification that any of my creditors had gone through the steps to take my taxes, so I'm rather confused.

I won't get a letter stating who took them for another week or so, and I'm just trying to figure out what this could be!
