some odd agency has my old debts

About 6.5 years ago I paid someone to file for bankrupcy (paralegal) for me and much later discovered he never filed the paperwork. By then he was long gone and I wasn't getting calls anymore, so I just let slepping dogs lie, thinking after seven or ten years I should be okay, regardless. Suddenly I am getting letters regarding these old debts from a credit agency. I have been tossing thier letters but does anyone know who these people are and where they got this information? I thought that next year some of these debts should start falling off my credit report. Thanks.
