If you send a validation request to a CA and they do NOT validate, then you can send a copy of your DV request, along with a copy of the green card that proves they got it AND that plenty of time as passed to do so, to the CRA's and say to the CRA - this could not be validated by therefore you cannot possibly VERIFY and it must be removed immediately.

You can't use VALIDATION on a CRA, they will only handle disputes and VERIFY the information - and if they are verifying with CA that can't or won't validate, then they are reporting inaccurate data.
