Exemption for out-of-state collectors: Contact state authorities. Out-of-state agencies may qualify for lesser licensing fees. So the answer is- IF they are BONDED in their home State and IF they have an "out of State license" in Wash. and IF they are not collecting for a Wash. State client, then they can collect legally.
