SOL ON DEBT

My wife received A collection notice recently from a phone bill from North Carolina dated 1992. This is from a 3rd party that purchased the debt. The sol in NC is 3 years. The letter states that the debt may be reported as a delinquent account. Does anyone know what the sol is for reporting debt.
