Is a Credit Bureau a Collection Agency Too?

My local credit bureau called today saying that I owed money on several outstanding debts totaling 700.00 mostly from medical bills dating back to 1999. My question is can they also act as a collection agency? I would like to send a cease and desist letter as they are calling me at work and my work doesn't like it. Would it be to much to dispute the debts and make them prove they are mine? I am in Kentucky and the SOL is 5 years for an open account. Would doctor's bills fall into that account? What do you all think? Thanks in advance
