Can't be right. They MUST charge-0ff after 180 days of non-payment. If last act. was 8/96, it was charged-off in early 97.

If your last payment to the creditor was 8/96, it went delinquent in 9/96 - that's the start of your SOL - FOUR years in Ohio, so the SOL has EXPIRED there. SOL in WV is 5 years, so it has expired there too, and that's where they'd have to sue you anyway.
