they can and will charge these fees. I have a capital one account and if you have had a decent credit history with them and make a payment, then sometimes if you call them, they will waive the overlimit fee. Just call and see if they will work with you, then don't miss anymore payments. If you are behind on payments, call them and work something out to catch up, they don't want your account going to collections anymore than you do. Why are you being charged 45 dollar interest on a 478 dollar balance?
