Federal Debt Statute of Limitations

I received a letter from the Federal Government requesting validation of a debt formed by overpayment of entitlements back in 1995. Has the Statute of Limitations expired for the Federal Government to collect such a debt? I guess State SOL does not apply to Federal Debts?
