Is this a new Scamco scam or something else that smells very fishy?

My husband started receiving calls in Dec from Scamco about a 17 yr old debt. We both told them to get lost and have not answered their calls (caller ID), returned messages, or responded to mail. We sent SOL/CD letter last week. Two weeks ago we got a recorded message on our ansering machine offering my husband a credit card because of his "excellent credit" and we should call their 800 number to take advantage. Of course, we did not. Last week we found a recording on our answering machine from a nonprofit consumer debt counseling firm that said my husbands file was now in their database and we should call them at their 1-800 number for help. Erased and ignored the message. Today a "real person" left a message on the machine that he is from Consolidated Credit Services and was calling on behalf of a nonprofit consumer debt counseling service. He claims he can reduce the interest on our credit card debt. Says it's not a new loan and the credit card companies have already agreed. Here's the good part. We don't have any credit card debt. Our credit is excellent. We don't need any new cards. We only use a few cards and pay all in full each cycle to avoid any interest. Also checked this out. Consolidated is a shell company that is part of another company called Janus Credit Consulting in Chattanooga, TN. There is no listing in phone directories for Consolidated Credit.

Has anyone else had a similar experience? Is this part of Scamco's MO?
