Another letter from Wolpoff&Abromson-NO Validation of Debt

I will shorten this a bit. Offer that came today after I overnighted second request for Validation and Cease & Desist Letter this morning. (I receive my mail around 1-3-pm) In short No mention that the obligation is valid for any reason either mine or SOl. Just that the have been authorized by Midland Credit Management to offer a 50% settlement. And they will mark matter as settledif it's paid by 3/23/03. They also state in this letter that Thats the Only way they will cease further collection efforts. They have upped the amt.owed by 6+dollars since last letter from them. Now what aren't they in violation for refusing?
Oh I am only to send the payment to them made out to their client If I can't pay total of 425.77 they will be happy to make payment arranngements. I can just call them. What now.
