Daughter and Husband in divorce credit card issue

My daughter just found today thru a credit agency that she has 18 credit cards in her name and she never requested any of them. She also never authorized the use of them. Three of the cards have balances on them. I think she is not responsible for the cards. Anyone out there have any suggestions.
