Burden of Proof

In reviewing my credit report there shows a charge off amount on an account paid in full. I have the original loan papers sent to me stamped and dated showing paid in full. I received a call from a credit agency claiming I owe the money and in turn I called the President (since the collector was rude) of the company and requested proof of liability. When he received my file it was empty. No surprise there since I have all the original documents. My question is this, Can they really try and collect on an account paid in full? is it not their responsibility to prove I owe the money? And most importantly, how do I close this issue once and for all? Thanks for any help you can provide.
