OK, here's the Florida Statutes re Exploitation of Elderly and/or Disabled which might apply. Section XLVI - Crimes; Chapter 825.101 through 825.106. You might find 825.103 (1)(a) and (2)(b) to be of interest. Those who have a business relationship - as the CA so claims - are possible liable.
Remember, these cretins blatting out their tedious threats against even the elderly and disabled might not make the bar. What might actually stand in your favor is that the illegal threats to render an elderly and disabled person homeless and indigent - unless that person paid the CA - actually resulted in money being tendered.
The CA surely could take money by a court judgement if the money were not exempt, say funds in stocks and bonds as opposed to protected disability income.
The CA cannot take money simply because they want some from this lady as they do not have a judgement or enforceable contract allowing them to do so.
So what do they do? They gain money from that elderly disabled person by creating conditions of undue influence - lies (artifice) and threats of homelessness and poverty based upon those lies (coercion).
Again, I'm no lawyer and know just enough to make a fool of myself. But what seems to have made the case was that this lady actually paid money to the CA, sealing the deal if you will. Why did she do this when really there was no good reason to do so? Simple, out of fear of ending up on the street with no money.
Why did they believe such a preposterous fate might befall them? Simple, the CA conned them into believing that this would happen unless the CA's demands for money were met.
I am being repetitious, I know, because this is so simple as to be easily missed. It's also to stress that this must be reported to all agencies quickly.
Even if no actions are taken despite your best efforts, chances are very good the CA will conclude that you are more trouble than you are worth to sue.
Another simple point, you are performing a wonderful act of kindness by lobbying on behalf of this lady. That means that it's not just her word against the CA maggots. It's her word and yours, a bit harder for the CA's to lie their way past. Nail these sleazebags, bash every one of them for their avaricious cruelty.
And I do apologize for calling CA and Credit Card 'industry' personnel "sleazebags'. To label the results of failed experiments involving the combining of dog droppings and sub-human genes as sleazebags is truly a terrible slur upon the good name of otherwise gainfully employed and decent sleazebags the world over, who would sooner die of thirst than take a sip from the phlegm-smeared cup of a CA worker.
