CA pulled credit report ?

I requested verification on a paid debt (Pager bill for 96 bucks) to a collection agency and they sent a letter back saying I paid it with debit card on such and such day and was contacted at an old address on my credit report. With Privacy guard,I noticed they did a hard inquiry to check it. Do they have authority to pull a cr ? They say it stays till SOL. Didn't send any verification and still reporting it though. Think I try again ?
