You could claim that, but the process server has to file a 'proof of service' and if he says he left it on your property, its probably considered served even if the wind did take it.

Wages can't be garnished in TX, and there's an unlimited homestead exemption, but I'm sure there's other avenues open to enforcement for state taxes. Have to check the TX statutes for that one.
