Credit and Collection mutants are special types, you know, just like the jerk in the fifth grade who would saunter in ten minutes late. Teach would ask, "Whadda ya think you are, special?"

Mechanics flub an auto repair, they stand not to get paid, they can lose certifications.
Doctors lose a patient, malpractice time.
You blow through a red light, officer steroid gives you a ticket.

So what makes credit & collection type-o's think they are any different. Some jerk agency settled for a dollar due to violations, and they are losing money from debtors on account of rule violations?
Hey, tough. Write your legislators. For goodness' sake, if you throw cans in the newsprint recycle bin you can get twenty years. If you step on seaweed you are fined thousands, if you screen your porch without the requisite permits and twenty year study you can forfeit your home.

Why shouldn't these cruds receive the consequences of their misbehavior? What'sa matter, they a buncha sociopaths or something? You know, the type that believes that rules are for saps? Hooh Hah, the way one speaks.
