Using a long-distance number for a debtor to call them back for THEIR collection efforts is a violation of the FDCPA. It prohibits them from causing you to incur long-distance charges, among other things:

"Section 807 - Unfair practices
(5) Causing charges to be made to any person for communications by concealment of the true propose of the communication. Such charges include, but are not limited to, collect telephone calls and telegram fees."
