If he was never served, then he should have contested the whole thing and he may have been able to have it vacated for improper service ! He can still get the documents on the judgment AND the proof of service from the courthouse. If its been a year, he probably can't contest it now, but its worth it to find out exactly who/where/when they say he was served.

So you're saying his wages were already garnished for this once and the is ANOTHER CA after the same thing ???? Geez... have him get with his employer and see if they still have copies of the writ of garnishment and a full accounting of what the employer sent to the court. That should be fairly iron-clad proof that this debt was already paid once !
