There is a set of rules/regulations, similar to the UCC, it is called, (I think) The Uniform Interstate Code of Foreign Judgments. It regulates how and under what regulations a foreign judgment can be filed. It requires that the "home State" Court attest to it's truthfullness and validity, before it can be filed for enforcement in another State.

Some States, like Fl. will not allow a default judgment to be given it's "stamp of approval",and will not allow a default judgment from another State to be filed in Fl. without a WHOLE lot of additional paperwork.
