The C&D is for ceasing COMMUNICATIONS. If you take away a CA's complete access, not in writing and not by phone, then its more likely you'll be sued, especially if you're within the SOL.

Requesting Validation, by law, means they MUST stop all collection activity until they validate. Unfortunately, most of them IGNORE that part of the law and keep right on calling and harassing, and that's because most people don't know their rights and don't complain about the CA's thumbing their noses at the FTC.
