Can't open a banking account - need help please

I was recently denied a bank account due to a CHEX systems or SCAN report. They are reporting a judgment/garnishment that I had brought against me by a bank for an overdraft loan balance. The balance was paid in full in late 1998. I live in Mississippi. How long will this negative info be reported to banks? Is there any legal action I can take to get it removed? Thanks, Julian
