ABSOLUTELY ! The SOL expired 11/2002. They cannot legally sue you for this debt, so why should they be allowed to take away ALL your legal rights by forcing you into arbitration ??? Arbitration is a nasty business which needs to be struck down for this kind of thing. If the paperwork you've gotten allows you to decline the arbitration, then do so and state the expired SOL as your reasoning/defense. If they force you into arbitration you forfeit ALL rights to due process of law, which you'd have if they sued you.
