raising my interest rate for paying the Min. Mo. payment

Just one question,
After paying my Minimum monthly payment for god knows how long. My interest rate was jacked up one month to the penalty rate of 23.98% !!!
When I inquired as to why, I was told that because I was ONLY paying the minimum monthly amount, I was now a high risk account. IS THIS FRICKIN LEAGAL?
