I don't think you have anything worth pursuing. The theory is good but reality is, you still have a collection on your report {dosen't matter to Citi if it's valid or not}. Had they told you the CRA they used and all the rest the rate would not be lower for 2 reasons. First of all, you closed the account with a balance and secondly, that collection is still hanging out there.
Be thankful your other creditors have not discovered the collection account. I'd suggest paying off Citi and spending all of your energy going after the people that reported the bogus account.
