Question about Student Loans

I just had all of mine and my husband's student loans consolidated; they were all in default. Once we start making payments on the new loan, how long will it take for our scores to begin improving? We have other things (credit cards mainly) on there that are negative as well, but how much of an impact do the student loans have? I know the "default" entries will stay for 7 years.

Also, if I have a judgment against me, can they take my income tax refund? Or is that only for Federal debts?
