Since Al. SOL is 3 years, and Tx. is 4 years, your example is not valid.

The statute bars action on a case that has ALREADY accrued in a foreign State, there is NO implication, nor would it be a logical assumption that if it HAD not yet accrued in a foreign State, but was past the Al SOL, that somehow the Al SOL would be extended.
