Patti is correct, your mother is NOT repsonsible for paying those bills if your father left no estate. The house, if joint, is, of course, part of that estate. Usually when a person dies, the estate goes to probate and all debts of the deceased get paid (or not)out of that estate. If there isn't one, the creditors are S.O.L. Its important to note that there is a time limit for the creditors to file their claims against the deceased's estate, if they miss that window, again, they're S.O.L., even if there WAS an estate left.

Check with a probate attorney on your father's estate, or lack thereof, and creditor claims to be 100% sure your mother's home is safe.
