Validation letter sent 11-02, now on credit report 2-03

In November 2002, I sent out a validation letter and it was signed for on November 12, 2002. I never received anything from the company. No letter, no more phone calls, nothing. Now, I rechecked my credit report ... there they are. In February 2003, they posted this account (that they never validated) to my Experian report. Can they do this? I thought if they didn't validate, they couldn't report it. What is my next step? Argue it with Experian as an unvalidated debt?
