paying one cc bill with another cc

I took out a cash advance to pay my rent and other bills back in July/August 2002. I wasn't able to make the payments and I'm still unemployed so I asked a lawyer the best thing I should do. She said do BK. I don't want to BK because I'm afraid the cc company might sue me for fraud on the cash advances. I've had this card for about 5 years or so and have never been late or had other credit problems. What now? What are the legalities of paying one cc bill with another cc?
