SOL in LOIUSIANA

I am in the process of paying off outstanding bills in an attempt to clean up my credit or so I thought. Brief: I have started with the small ones and am working my way down. I am currently at the $1094. AT@T one and they are holding a $300.00 check that they will cash for payment on the 01 of April. 3 days ago I paid Verizon $600. over the phone. That paid them in full. What I am trying to do is pay off all the little bills and then roll the money into the big ones. I am almost done. My issue is with MBNA or the Lawyer they have hired to recover the amount of what used to be around $6000.00. I got a letter from the Lawyer and called them to inform them of whatI was trying to do and to let them know that I could afford to pay them $100.00 a month now and in another 2 Months I could probably bring that to $500.00 (my car will be paid off). She all but laughed in my face and told me that Louisiana was a garnishment State and they could take 25% of my pay. She went on to say that they could not accept $100.00 because I was being charged $100.00 a month interest. - The last time I used the card was back in 1999. The account had a limit of $5,500. and I went over by $150. When I moved to La I went through some financial hardship and had been paying them off and on. Usually after not paying in 2 or 3 months I would pay them anyway from $200. to $500. (paying them that much meant I had to not pay a few other bills for that month)Needless to say no matter what I paid the account kept going up. About a year ago they set me up on a six month program in order to "come current" I paid the amount they request $70.00 straight for six months only to find out that the date the fellow set up for me was making each payment late. Though I knew that amount wasn't going to make a dent in what I owed, I felt positive about paying on time. Needless to say I was very disgusted when I found out I had not only wasted $70.00 a month for six months but I was late all that time too. I am assuming that The reason my card has gone from $5650.00 to Over $8000.00 is the late fees etc. Over the limit fee and late charge was usually $29.99 each. To make a long story short: I am a little confused. On another chat site I was told that I wasn't cleaning up my credit (by paying the other small bills off) but messing it up. Someone suggested getting a lawyer and filing chapter 11 I believe. Someone else suggested I post my msg onto this site. Also can the sailors and soldiers act protect me from this. This being, how can I stop these folks from chargeing me $100.00 a month and accept something from me until I can do better.
