husband deceased & left credit debt to wife

Hi, my dad passed away and left no estate but $60K credit card debt to my mom. we are residing in California. we sent out forgiveness letter with death cert attached. One creditor responded with a lawyer letter to request probate info and survivor info? Does that mean my mom will get sued? Will they garnish her only income from Social security? Is filing for bankruptcy the only choice we have?
