SS benfits are exempt from creitor seizure. Does your mother own a home or any other assets that may be attached?
As to what the communication from the lawyer means? Who knows? It may just be their SOP. Did your father have a will?
Big thing now is just take a deep breath. Nobody'll get your Mom's SS check and if there are no assets then, there are no assets and there is nothing they can do. Once they all realize there is nothing to get they'll go away.
