Yeah,

The Federal Trade Commission folks who investigate complaints against collection agents will tell you to tape the calls anyhow, forget the state laws. Federal trumps state and as they say, this is how you catch these crooks.
NCO is a corporate acronym standing for "Neanderthals, Cretins, and Oafs". They are among the world's worst - redundant? even possible? - as regards collection agencies. Trust them like you'd trust any other local junkie-thief-predator.
AFfter sending the letter, keep the tape recorder cocked and ready, in hope the'll persist in calling. A notepad upon which to record date, time, substance of call and caller's name provides nice corroborative evidence to the tape. Notes written up during or immediately subsequent to an incident serve as admissible evidence should it come to that.
Use all available legal means to excise these sewer pickles from the plumbing of your life.
