I DO know that the FDCPA regulates CA's who collect on bad checks.

As to the possibility that a CA can file charges against someone for a bad check, welllll-- I will "guess" that if it is possible under that State's statutes for the person who got stuck with the rubber to file charges, then that right is probably transferable along with the rght to collect on the check.
