harrasing calls and calls to neighbors HELP

I am a single mother who has considerable credit card debit. Mostly, due to medical bills paid on them and utilities. I get 10-12 calls a day from unknown most of the time there is no one on the line and I hang up. I have had citi card refuse my attempt to make payment because they wanted a bigger payment and yesterday someone called the house next door and left a msg for me to call collect. I do not think this is correct. CCS can not help me I have called two companies and I do not know what to do. Can they do these things to me. I do not even have the cash to file for BK so the option is to do nothing since they will not accept any payment from me. HELP
