Sounds like this person is as close to judgment-proof as you can be.

How old are the debts, when were the original creditors last paid ?

What state is this person is ?

If still within the SOL he could still possibly be sued and once they get a judgment they can be a royal pain in the butt over the years that a judgment is valid, even though there's nothing they can take. Their logic is that the debtor MIGHT acquire something later that they can attach.

Bank accounts could be attached, but if the source of the funds is SSI, then it will be exempt.

If he wishes to totally avoid the hassle of lawsuits and collection harrassment, then bankruptcy would definitely stop that in its tracks. If he can ride it all out, then don't spend the money on a bankruptcy attorney. Many people, particularly the disabled and the elderly, can't handle or don't need the stress of scumbag collection agencies and lawsuits, for them, bankruptcy clears the air rather quickly.
