Anyone hear of First Premier Bank?

It has been 2 years since this New Yorker's cc debt began and I'm still not able to pay. (loss of good employment) My credit is trashed - I am well aware that credit card companies are not looking to extend anymore credit.
However, I am amazed that this is the second credit card offer
I received in the mail. The first being a catalog
credit card and this new one from First
Premier Bank.
I think this is a scam. It doesn't look normal.
It has language like "this notice is registered to "my name &
addess" and "First Premier
is honored to help you build your credit rating."
Have you heard of these guys or is this another tactic from a CA to get me to surface? Thanks
