Surely you mean $21K in payments to bring your mortgage current and not fees? Do you have equity in the housein excess of the amount you'll have to borrow? Are you not a candidate for a Chapter 7 bk.?
At first blush, you're in a bind. You'll not be able to re-fi at any sort of reasonable rate unless you satisfy the judgment and the collections.
We really need more details.
