OC question on inqs

If the oc sold the acct, can they still make AR Inquirieys on your CR? If they can not do this, and they have, does that mean the ca is just that, a ca? And would that ca at the same time as the oc having pulled cr request have the right to sue you? Michigan debt, still working on the judgment from asset.
