Violation of C&D

We are paying $20 a month on each of 4 different medical bills held by collection agencies. This comes out to $80 a month and is all we can afford. Our current balance with one of the places is around $1100. This place was calling and harrassing us constantly to pay more than $20 a month, so at the first of February (along with our $20 payment for February), we sent them by certified mail a C&D and also stated our circumstances in the C&D and stated we would continue to send them $20 a month and no more. I have the signed receipt for the C&D, and my husband spoke with a company rep the day they received it who verified to my husband they had received it, said they would not contact us anymore, and to send what we could. Since receipt of this letter, we have received phone calls from them on 3 separate occations. None of the phone calls were to state they would not contact us again. Each time it was a different person, each one claimed they didn't know anything about a C&D letter, and each one harrassed us to agree to send more than $20 a month and threatened to either garnish my husband's wages or take us to court (neither of which has been done). What steps should I take next? I know they've violated the FDCPA, but I don't know where to go from here?
