FCRA violatins are $1000 PER VIOLATION.
If they really have no PP, then they ARE in violation for each non-PP pull of your CR. If YOU have no account with them, then they have no business doing a HARD inquiry on them. I don't think there's anything you can do about the softs as they, supposedly, do not hurt your score. They would probably say they're 'promotional' inquiries anyway and that does not require PP.
