CA letter - Violation?

Hi, I received two letters from a Collection Agency in IL. I live in FL. Each letter is for a different account. I thought I read somewhere that the Collection Agency must provid a toll free number in order for the debtor to contact them. Neither letter provides this. They do list a local number. Isn't this against the rules? I am not sure where I read this. I would appreciate any feedback on this. I would love to be able to go to small claims court. Thanks, Aby
