Deceased Father Inlaw

Update: Father inlaw passed away one month ago-he had a credit card with Fleet and owed $ 6,000, card was in his name only. This man had no assets, there is no probate, his only income was social security. Fleet contacted my mother-inlaw, said she has to pay the debt.She wrote a letter to fleet explaining there are no assets, no probate, no nothing !!!
She received a letter from Estate Recoveries Inc. they want her to contact them concerning the status of the account. Letter also states that this is an attempt to collect a debt and you have thirty days to dispute the validity.
Can you guide me with this ? should she contact them ?
She also is on social security and scared to death.
They live in Florida.
Please help !!!
