Seems petty, but...

My daughter was in the hospital recently and my phone call to set up payments to pay off the co-pay resulted in a phone call back from the hospital stating that there is a balance under my name for $52.00 from 1996. I asked to have a statement sent to my house before I payed it due to the fact I had no idea the balance was even owed. Upon receiving the bill, the original amount owed was $32.00, but they had added $19.00 in interest! I have not moved, nor has my phone number changed since 1996 and I never received anything in all these years stating that this balance was owed. I'm guessing it was something they wrote off in '96 and now are trying to collect on. Is it my responsibility to pay the $19.00 interest? or even the $32.00?
